1. Apologies for absence
Apologies were noted from Karen Rock and Lindsey Vernalls.

2. Declarations of interest
Nil declared.

3. Dispensations
Nil received.

4. Open Session
The meeting was adjourned for the open session.

4.1. Ward Councillor
Nigel Shaw had provided a written report for the Annual Parish Meeting.

4.2. Bromyard Downs Common Association
No matters were reported.

4.3. Bringsty Common Manorial Court
Catherine Fuller had provided a written report for the Annual Parish Meeting.

4.4. Hereford Green Network
No matters were reported.

4.5. Public participation
No matters were reported.

The meeting resumed following the open session.

5. To consider and adopt the minutes from the Parish Council meeting on the 17th March 2021
It was resolved to adopt the minutes as a true record and they were duly signed by the Chair.

6. Progress reports

6.1. Councillor vacancies
There were currently four vacancies on the Parish Council and applications from parishioners were welcomed.

6.2. Light pollution, Bromyard Downs
No update was available.

6.3. Memorial to former Councillor and Chairman Dave Cave
It was noted that the BDCA were continuing to make arrangements for the proposed memorial bench.

7. Correspondence

7.1. Balfour Beatty Living Places: 2021 verge cutting programme.
The above correspondence was noted.

7.2. Ministry of Housing, Communities & Local Government: Future of remote meetings consultation.
The above consultation was noted.

7.3. Herefordshire Council: UK Community Renewal Fund call for proposals.
The above consultation was noted.

7.4. Herefordshire Council: Minerals and Waste Local Plan pre-submission consultation.
The above consultation was noted.

7.5. Bromyard Downs Caravan and Motorhome Club: A44 road safety concerns.
Concerns had been received regarding speeding vehicles using the A44. It was noted that the Parish Council had raised similar concerns with the Police and Herefordshire Council as follows:

• Endorsing the concerns raised regarding excessive vehicle speeds on the A44.
• Supporting requests for a lower speed limit to be considered.
• Request that other speed reduction measures are considered, such as SLOW markings, gateway features or a Vehicular Activated Sign (VAS).

It was noted that some success has already been achieved with periodic speed enforcement agreed for this location in future, the other suggestions are still under review. It was felt that some improvement had already been noted but that more could still be done.

8. Neighbourhood Development Plan

8.1. To receive an update
No update was available.

9. Planning

9.1. P210301: The Birches, Stonehouse Lane, Bringsty, Worcester, Herefordshire WR6 5TF. Proposed change of use of agricultural barn to residential dwelling with two storey extension and internal alterations. Demolition of existing lean-to structure.
The Parish Council had previously considered this application and it was resolved that the Parish Council continued to have no objections or concerns.

9.2. P210663: Bodkin Hall, Edwyn Ralph, Bromyard, Herefordshire HR7 4LU. Existing single-story outbuilding developed into dining space and workshop with connecting single storey lobby extension to existing dwelling.
It was resolved that the Parish Council had no objections or concerns.

9.3. P210729: Orchard Cottage, The Downs, Bromyard, Herefordshire HR7 4NU. Proposed one and a half storey side extension to provide extended living space.
It was resolved that the Parish Council had no objections or concerns.

9.4. P211209: Burley Farm, Stonehouse Lane, Bringsty, Herefordshire, WR6 5TF. Application to determine if prior approval is required for a proposed Change of Use of an agricultural building to one larger dwellinghouse (Class C3) and for building operations reasonably necessary for the conversion.
It was resolved that the Parish Council had no objections or concerns.

10. Parish matters for discussion/decision

10.1. Online/physical meetings: To consider future meeting arrangements.
It was noted that Parish Councils could no longer meet virtually after the 6th May 2021. Arrangements would be made by the Clerk to secure Bromyard and Winslow Town Council offices for future meetings and a Covid risk assessment would be prepared and implemented.

In light of the NDP being put on hold, it was resolved to return to holding six Parish Council meetings per year, on alternate months, starting May 2021.

11. Finance

11.1. 2020/21 Accounts
It was resolved to approve the 2020/21 end of year accounts.

11.2. Budget expenditure
It was resolved to approve the budget expenditure.

11.3. Bank reconciliation
It was resolved to approve the bank reconciliation.

11.4. Invoices

It was resolved to settle the above invoices and cheques were duly signed.

12. Councillors’ reports and Items for the next agenda
No matters were reported.

13. Date of the next meeting
The next scheduled meeting is the Annual Meeting of the Parish Council, arrangements to be confirmed.
