Online meeting of Brockhampton Group Parish Council at 7:30PM on Wednesday 20th January 2021 via ‘Zoom’

1. Apologies for absence
Nil received.

2. Declarations of interest
Nil declared.

3. Dispensations
Nil received.

4. Open Session
The meeting was adjourned for the open session.

4.1. Ward Councillor
Nigel Shaw provided a report as follows:
• Herefordshire Council had two live consultations (agenda items 7.1 and 7.2).
• The Balfour Beatty Locality Steward areas had been re-shuffled, Brookhampton Group was now covered by Michael Brookes.
• Fly tipping had been reported and collected on The Downs.

4.2. Bromyard Downs Common Association
The BDCA are shortly due to hold an online meeting via Zoom.

4.3. Bringsty Common Manorial Court
It is the 50th year of the Bringsty Common Manorial Court and discussions were due to take place on how this occasion could be marked.

4.4. Public participation
No matters were reported.

The meeting resumed following the open session.

5. To consider and adopt the minutes from the Parish Council meeting on the 18th November 2020
It was resolved to adopt the minutes as a true record and they were duly signed by the Chair.

6. Progress reports

6.1. Councillor vacancies
It was noted that there were currently three vacancies on the Parish Council and enquiries from parishioners were welcomed.

6.2. Bus shelter (Bringsty)
Arrangements were being made for the installation of this bus shelter.

6.3. Bus shelter (Linton)
Following an inspection of the new bus shelter it was noted that it had been damaged by the installers; the supplier offered a partial refund of £85.00 that would be transferred to the Parish Council’s bank account. It was resolved that the Clerk could undertake the minor repair work required and claim up to three hours overtime.

7. Correspondence

7.1. Herefordshire Council: The future of rubbish and recycling in Herefordshire consultation.
The above consultation was noted.

7.2. Herefordshire Council: Future of Mobility: Rural Strategy – call for Evidence consultation.
The above consultation was noted.

7.3. Herefordshire Council: Invite to budget feedback briefings, 9th February 7-8:30pm and 11th February 7-8:30pm.
The above invite was noted.

7.4. Balfour Beatty Living Places: Update on speed limit review, Brockhampton School, Bringsty.
It was noted that the speed limit review for Brockhampton Primary School was moving towards the top of Balfour Beatty’s priority list.

7.5. Bredenbury Group Parish Council: Concerns regarding proposed changes to procedure for ordering repeat prescriptions.
The above changes to procedures to repeat prescriptions at Nunwell Surgery were noted.

8. Neighbourhood Development Plan

8.1. To receive an update
It was noted that the Regulation 14 stage consultation had concluded. All feedback had been collated and a report was being prepared by the Parish Council’s consultant, DJN Planning. It was anticipated that the report would be available for consideration March/April 2021.

9. Planning

9.1. Nil.
No planning matters for discussion.

10. Parish matters for discussion/decision

10.1. To pay tribute to former Councillor and Chairman Dave Cave.
The Chairman paid tribute to former Brockhampton Group Parish Councillor and Chairman Dave Cave. It was resolved to contribute funding towards a suitable memorial for his long service to the community; discussions would be held with the Bromyard Downs Common Association who may also wish to contribute.

10.2. Hereford Green Network: To consider a report submitted by Cllr Rock regarding membership (£50.00 annually).
It was resolved to apply for membership to the Hereford Green Network at a cost of £50.00 annually. It was resolved that Cllr Rock would be the point of contact for correspondence and would provide a regular update at future meetings.

10.3. Light pollution, Bromyard Downs: To consider the impact on wildlife and to review the options for reducing light pollution.
It was thought that light pollution would have a negative impact on the wildlife in the area. The Parish Council were very supportive of any steps taken to reduce light pollution and resolved to write to all relevant businesses to highlight the concerns.

Cllr Boddington would write an article for Bromyard.info to highlight this issue and the impact that it has on wildlife.

11. Finance

11.1. Budget expenditure
It was resolved to approve the budget expenditure.

11.2. Bank reconciliation
It was resolved to approve the bank reconciliation.

11.3. Invoices

11.3.1. David Hunter-Miller (salary and expenses): £470.00
11.3.2. HMRC (PAYE): £103.60
11.3.3. Worcestershire County Council Pension Fund: £168.77
It was resolved to settle the above invoices and cheques were duly signed.

11.4. Clerk’s Delegation

11.4.1. 16/12/20 – David Hunter-Miller (salary and expenses): £449.03
11.4.2. 16/12/20 – HMRC (PAYE): £103.60
11.4.3. 16/12/20 – Worcestershire County Council Pension Fund: £168.77
The above payments made between scheduled meetings were noted.

12. Councillors’ reports and Items for the next agenda
It was resolved to add the following items to the next agenda:
• Hereford Green Network (regular update during open session)
• Light pollution, Bromyard Downs (update)

The next scheduled meeting is at 7:30PM on Wednesday 17th February 2021.
