Meeting of the Parish Council at 7:30PM on Wednesday 20th February 2019 at Bromyard and Winslow Town Council Offices


Present: Dave Cave (Chair), Karen Rock, Shaun Simpson, David Boddington, Clive Brazier
In attendance: David Hunter-Miller (Clerk), Nigel Shaw (Ward Councillor)

1. Apologies for absence
Apologies were received from Gill Williams.

2. Declarations of interest
Nil declared.

3. Dispensations
Nil received.

4. Open Session
The meeting was adjourned for the open session.

1. Report from the Ward Councillor
Nigel Shaw provided a report on Herefordshire Council:
• Budget setting – since 2010 £90 million savings were required. A 4.9% council tax increase had been agreed, resulting in a Band D charge increase to £126.23 per month.
• General and earmarked reserves had been increased and it was hoped that this could be used to reduce future revenue expenditure.
• An additional £2 million allocated from the government would be used for early childcare, community hubs, rural highway flooding and community bus services.
• A council tax reduction scheme had been successful and would continue.

A question was posed on whether community health services could better work with the Police to assist with family crisis issues. Nigel Shaw outlined the work undertaken by Herefordshire Council in this area.

2. Report from Bromyard Downs Common Association
It was understood that the BDCA had been successful in their funding bid to Natural England.

3. Report from Bringsty Common Manorial Court
Applications for funding were being submitted to Natural England and the Forestry Commission.

4. Public participation
No members of the public present.

The meeting resumed following the open session.

5. To consider and adopt the minutes from the Parish Council meeting on the 16th January 2018.
It was resolved to adopt the minutes as a true record and these were signed by the Chair.

6. Progress reports

1. Vacancies and co-option
It was confirmed that there were still at least three vacancies on the Parish Council.

It was noted that there would be elections May 2019 and the Clerk would brief members as information became available.

2. Litter Innovation Trial
It was noted that Herefordshire Council’s Litter Innovation Trial had concluded and the litter bin had been replaced before Christmas. The project summary report was shared with the Parish Council.

3. Footpaths Officer
Janet Green wanted to resign as Parish Footpath Officer for Norton, but would endeavour to continue with the role for Linton. It was understood that a replacement Parish Footpath Officer for Norton might have been identified.

7. Correspondence

1. Herefordshire Council: Hereford Transport Package walking, cycling, bus and public space improvements public consultation
It was resolved that the Parish Council had no objections or concerns.

2. Herefordshire Council: Draft Minerals and Waste Local Plan consultation
It was resolved that the Parish Council had no objections or concerns.

3. Brampton Abbotts & Foy Group: Neighbourhood Development Plan Regulation 14 Consultation
It was noted that this consultation was most likely intended for Herefordshire’s southern Brockhampton Parish Council, accordingly it was resolved that the Parish Council had no objections or concerns. The Clerk would contact Brampton Abbotts & Foy Group to let them know of the error.

4. Herefordshire Council: To note invite to the River Wye and Lugg Natural Flood Management Project launch event
It was resolved that Dave Cave would endeavour to attend this event.

5. Herefordshire Council: Design a Flag for Herefordshire Competition 2019
The ‘design a flag’ competition was noted.

8. Planning

1. Neighbourhood Development Plan
An update was received from the Steering Group:
• The ‘call for sites’ process has started and would continue until the 28th February 2019, once concluded any responses would be professionally assessed for possible inclusion in the plan.
• A summary of the household questionnaire results is available on the Parish Council’s website.

2. P190004/L: Lower Brockhampton House, Bringsty, Worcester, Herefordshire, WR6 5UH. Installation of cowls on existing chimney stacks, Lower Brockhampton Manor House.
It was resolved that the Parish Council had no objections or concerns.

9. Parish matters for discussion/decision

1. Annual Parish Meeting
It was resolved to hold both the Annual Parish Meeting and Annual Meeting of the Parish Council on the 15th May 2019; the start times to be determined at a later date.

2. Grit bins
The Parish Council considered a request from a member of the public to purchase a grit bin(s) for Burley Lane (WR6 5TS).

It was noted that Burley Lane straddles the parish boundary and that the steepest gradient falls within the purview of Avenbury parish, accordingly it was resolved to refer the request to Avenbury Parish Council for their consideration.  David Boddington would contact the Chair of Avenbury Parish Council to discuss.

10. Finance

1. Internal Auditor
The Clerk had received quotes from HALC and Iain Selkirk Chartered Accountants. It was resolved to appoint Iain Selkirk to review the 2018/19 accounts.

2. Budget expenditure
It was resolved to approve the budget expenditure.

3. Bank reconciliation
It was resolved to approve the bank reconciliation.

4. Invoices

1. David Hunter-Miller (salary and expenses): £456.43
2. HMRC (PAYE): £103.20
3. DJN Planning Limited (NDP consultant): £2526.20
It was resolved to settle the above invoices and cheques were duly signed.

11. Councillors’ reports and Items for the next agenda
No matters reported.

12. Date of the next meeting
The next Parish Council meeting is scheduled for 7:30PM on Wednesday 20th March 2019.
