Meeting of the Parish Council at 7:30PM on Wednesday 18th September 2019 at Bromyard & Winslow Town Council Offices

1. Apologies for absence
Apologies were received from Lyndsey Vernalls.

4. Open Session
The meeting was adjourned for the open session.
4.1. Ward Councillor
Nigel Shaw provided a report as follows:
• The footway had been sided out (cleared) alongside the A44 from Bromyard Downs to Bromyard.
• Trees had been cleared at Burley Lane towards Avenbury.
• Herefordshire Council had received concerns regarding the condition of Linton Road railway bridge; it was confirmed that the asset owner had inspected this recently and there were no immediate issues requiring attention.
• Herefordshire Council had arranged a ‘Parish Summit’ (item 7.2).
• There had been a fatal road traffic incident on the A44 near Bringsty.
4.2. Bromyard Downs Common Association
It was noted that the BDCA were due to meet shortly.
4.3. Bringsty Common Manorial Court
It was noted that the grant application to Natural England had been turned down; other grant funding opportunities were being explored.
4.4. Public participation
A resident reported that a number of comments regarding a recent planning application had been censored by Herefordshire Council; Nigel Shaw responded that some comments had not been published as they might be considered libellous, but they had still been considered by the planning department. Issues with the grit bins on Burley Lane (item 6.1) and light pollution (item 9.2) were also reported.
The meeting resumed following the open session.
5. To consider and adopt the minutes from the Parish Council meeting on the 17th July 2019
It was resolved to adopt the minutes as a true record and these were signed by the Chair.
6. Progress reports
6.1. Grit bin, Burley Lane (update)
It was noted that Nigel Shaw was still liaising with Herefordshire Council regarding this matter.
6.2. Councillor vacancies
It was confirmed that there were currently three vacancies on the Parish Council and enquiries / applications from residents were welcomed.
7.1. Herefordshire Council: Consultation on the review of polling districts, polling places and polling stations (2019)
It was noted that no changes had been recommended by Herefordshire Council and it was resolved that the Parish Council had no comments or concerns.
7.2. Herefordshire Council: To note invitation to attend the Parish Council Summit on the 20thSeptember 2019
The above invite was noted.
7.3. Herefordshire Council: A44 Bromyard, speed limit update
It was noted that the plans to reduce the 40MPH speed limit to 30MPH on the A44 at Bromyard had been abandoned due to lack of support from the Police.
7.4. Herefordshire Council: To note invite to the Children & Young People’s Showcase event on the 7thOctober 2019
The above invite was noted.
7.5. Herefordshire Council: To note the public vote for Herefordshire’s Official Flag, closing 30th September 2019
The above was noted.
7.6. BT: Telephone Boxes Removal Consultation
It was resolved that the Parish Council had no objections or concerns to the removal of the telephone kiosk at Bringsty Forge.
8.1. Neighbourhood Development Plan
An update was received as follows:
• The NDP Community Engagement Event is at 6:15PM on Thursday 3rd October 2019.
• A communications update and postcard invite to the Community Engagement Event had been sent to every household in the group parish (authorised under the Clerk’s delegated authority).
• A number of display boards would be purchased for the event (approximately £30.00) and printing of a number of maps and feedback forms had been arranged (authorised under the Clerk’s delegated authority).
8.2. NDP Community Engagement Event
All Parish Councillors would attend the event (if possible) and the Chairman would give a short opening speech.
8.3. P192973/FH: The Bannut Bromyard Road Bringsty Worcester Herefordshire WR6 5TA. Proposed alterations to provide further bedrooms in first floor of existing dwelling.
It was resolved that the Parish Council had no objections or concerns.
9. Parish matters for discussion/decision
9.1. Bus shelter
It was understood that Whitbourne Parish Council were looking to purchase a new bus shelter and there may be a second-hand shelter that could be utilised. The condition of the shelter was currently unknown and would be verified.
9.2. Light pollution (Bromyard Downs)
Nigel Shaw had contacted businesses to try and resolve the issues with light pollution from the Station Road industrial estate (Bromyard); enquiries were ongoing.
It was resolved that the Clerk would request an update from Bromyard and Winslow Town Council.
9.3. Water courses
It was resolved to defer further discussion on the Environment Agency water course condition reports until a future meeting.
9.4. Financial Regulations
It was resolved to adopt an updated policy (NALC 2019).
10.1. Budget expenditure
It was resolved to approve the budget expenditure.
10.2. Bank reconciliation
It was resolved to approve the bank reconciliation.
10.3. Bank mandate
Bank signatory arrangements were reviewed. It was resolved to add Clive Brazier as full power signatory and to remove Paul Friend.
10.4.1. David Hunter-Miller (salary and expenses): £544.11
10.4.2. HMRC (PAYE): £49.80
10.4.3. David Hunter-Miller (NDP expenses): £213.50
10.4.4. Plancopy and Print Services Ltd (NDP printing): £69.60

It was resolved to settle the above invoices and cheques were duly signed.
10.5. Clerk’s delegation

10.5.2. David Hunter-Miller (salary and expenses) 12-08-19:£510.40
10.5.3. HMRC (PAYE) 12-08-19: £50.00
The above payments made between scheduled meetings were noted.
11. Councillors’ reports and Items for the next agenda
It was resolved that the Chair would invite the BDCA to the next meeting for an update.
It was resolved to add the following items to the next agenda:
• Grit bin, Burley Lane (update)
• Light pollution (Bromyard Downs)
• Environment Agency water course condition reports
12. Date of the next meeting
The NDP Community Engagement Event is at 6:15PM on Thursday 3rd October 2019.
The next NDP Steering Group meeting is at 6:00PM on Wednesday 16th October 2019.
The next scheduled Parish Council meeting is at 7:30PM on Wednesday 16th October 2019.
A resolution was passed to exclude members of the public due to the confidential nature of the following item.
13. Pensions Regulator
The Clerk’s pension arrangements were reviewed to ensure compliance with the pensions regulations. It was resolved to enrol the Clerk into the Local Government Pension Scheme from December 2019. This would be added to the 2020/21 budget accordingly.
