Online meeting of Brockhampton Group Parish Council at 7:30PM on Wednesday 17th June 2020 via ‘Zoom’

Minutes

Present: Clive Brazier (Chair), Helen Allan, Lindsey Vernalls, Shaun Simpson, David Boddington, Debi Darby (from 7:57PM)
In attendance: David Hunter-Miller (Clerk), Nigel Shaw (Ward Councillor), David Nicholson (DJN Planning), three members of the public

1. Apologies for absence
No apologies were received.

2. Declarations of interest
Nil declared.

3. Dispensations
Nil received.

4. Open Session
The meeting was adjourned for the open session.

4.1. Ward Councillor
Nigel Shaw provided a report as follows:
• Covid support efforts continue in Herefordshire.
• Consultation for a proposed temporary 20mph zone in Bromyard starts today.
• The Linton household waste site was still closed; it was thought that this had led to an increase of littering and fly-tipping locally. The Parish Council were encouraged to write to Cllr Gemma Davies (Cabinet Member for Commissioning, Procurement and Assets) to ask for the site to be re-opened as soon as possible.
• Nigel Shaw would be visiting Clater Park with the Herefordshire Council Planning and Drainage Officers to review the latest planning applications.

4.2. Bromyard Downs Common Association
No update was available.

4.3. Bringsty Common Manorial Court
No update was available.

4.4. Public participation
A member of the public was in attendance and provided an update regarding current and proposed work at Clater Park (agenda item 8.1).

There was considerable discussion on drainage matters pertaining to Clater Park and adjacent land.

The meeting resumed following the open session.

5. To consider and adopt the minutes from the Parish Council meeting on the 20th May 2020
It was resolved to approve the minutes as a true record and these would be duly signed by the Chair.

6. Co-option
It was resolved to co-opt Debi Darby onto the Parish Council with immediate effect and she joined the meeting from 7:57PM.

7. Progress reports

7.1. Councillor vacancies
It was noted that there were now two vacancies on the Parish Council and applications from parishioners were welcomed.

7.2. Light pollution, Bromyard Downs
Nigel Shaw was continuing to make enquiries.

7.3. Bus shelter (A44)
Nigel Shaw had started consultation on the proposed bus shelter via The Commoner magazine and the necessary paperwork was being prepared for the S38 agreement.

7.4. Website accessibility compliance
It was noted that the Parish Council’s website was now fully accessibility compliant.

8. Correspondence

8.1. Resident: Update regarding current and proposed future work at Clater Park.
The above update was noted.

8.2. Herefordshire Council: To note the availability of a second round of Short Breaks Capital Funding.
The availability of the above funding was noted.

8.3. London Hearts Charity: To note the availability of £200.00 grant funding for defibrillators.
The availability of the above funding was noted. It was felt that there were no additional suitable public locations in the parish to site a defibrillator.

It was resolved to pass the details to the Live and Let Live pub to see if they would be interested in pursuing a defibrillator installation.

9. Neighbourhood Development Plan

9.1. Draft NDP
It was resolved to approve the first draft NDP and to submit this to Herefordshire Council for environmental assessment.

9.2. Regulation 14 stage consultation
It was noted that Herefordshire Council were advising against undertaking consultation during the Coronavirus lockdown.

10. Planning

10.1. P201384/L: The Clock House, Brockhampton Mews, Bringsty, Worcester, Herefordshire, WR6 5TB. Proposed installation of two heritage style rooflights into the southfacing roof.
It was resolved that the Parish Council had no objections or concerns.

10.2. P201444/FH: Bramble Cottage, Bringsty, Worcester, Herefordshire, WR6 5UQ. Replacement of existing tandem double garage with new outbuilding to create garaging, home office and ancillary space.
It was resolved that the Parish Council had no objections or concerns.

10.3. P201568/F: Land at Burley Farm, Stonehouse Lane, Bringsty, WR6 5TF. Proposed one mobile home for residential purposes (replacing two mobile homes used for holiday accommodation).
It was resolved that the Parish Council had no objections or concerns.

11. Parish matters for discussion/decision

11.1. Bus Shelter (Linton): To receive an update on the insurance claim and to consider purchasing a replacement shelter or bench for this location.
It was noted that Came & Company had agreed to settle the claim for the Parish Council’s damaged bus shelter, and had approved a quote of £2840.00 (plus VAT) for a Topaz Shelter from the Shelter Store.

It was felt that it would be useful to retain a bus shelter (rather than just a bench) as it would encourage public transport use. It was noted that the bus shelter would have transparent panels to deter anti-social behaviour, which had been an issue with the old shelter.

It was resolved to measure the current concrete pad and pursue a replacement Topaz Bus shelter of appropriate dimensions.

12. Finance

12.1. Budget expenditure
It was resolved to approve the budget expenditure.

12.2. Bank reconciliation
It was resolved to approve the bank reconciliation.

12.3. Invoices

It was resolved to settle the above invoices and cheques were duly signed.

It was resolved to add the following items to the next agenda:

• Bus shelters update

14. Date of the next meeting
The next scheduled meeting is at 7:30PM on Wednesday 15th July 2020.
