Online meeting of Brockhampton Group Parish Council at 7:30PM on Wednesday 17th February 2021 via ‘Zoom’

1. Apologies for absence
Apologies were received from Lindsey Vernalls.

2. Declarations of interest
Nil declared.

3. Dispensations
Nil received.

4. Open Session
The meeting was adjourned for the open session.

4.1. Ward Councillor
No report was available.

4.2. Bromyard Downs Common Association
The BDCA had recently met remotely over ‘Zoom’:
• Clearance work was continuing in various areas.
• The potholes had been filled in the track to the car park.
• Timber had been purchased to allow for the replacement of the car park barriers.

4.3. Bringsty Common Manorial Court
No report was available.

4.4. Hereford Green Network
No report was available.

4.5. Public participation
No questions were received.

The meeting resumed following the open session.

5. To consider and adopt the minutes from the Parish Council meeting on the 20th January 2021
It was resolved to adopt the minutes as a true record and they were duly signed by the Chair.

6. Progress reports

6.1. Councillor vacancies
It was noted that there were currently three vacancies on the Parish Council and enquiries from parishioners were welcomed.

6.2. Bus shelter (Bringsty)
No update was available.

6.3. Light pollution, Bromyard Downs
Cllr Boddington had prepared an article regarding the impact of light pollution on wildlife, it was hoped that this would be included in the next ‘Off the Record Bromyard’ publication.

The Chairman would look to contact the relevant businesses to highlight the concerns and to ask them to review measures to reduce light pollution.

6.4. Memorial to former Councillor and Chairman Dave Cave
The Bromyard Downs Common Association had identified a suitable location for a memorial bench on Burying Lane. It was noted that the Parish Council had resolved to make a funding contribution.

7. Correspondence

7.1. Herefordshire Council: Core Strategy Settlement Hierarchy review.
The settlement hierarchy review questionnaire would be completed and submitted to Herefordshire Council as requested.

8. Neighbourhood Development Plan

8.1. To receive an update
It was noted that the Regulation 14 stage consultation had concluded. All feedback had been collated and a report was being prepared by the Parish Council’s consultant, DJN Planning. It was anticipated that the report would be available for consideration March/April 2021.

9. Planning

9.1. Nil.
No planning matters.

10. Parish matters for discussion/decision

10.1. Nil.

11. Finance

11.1. Internal Auditor: To consider the appointment of an Internal Auditor to review the 2020/21 accounts.
It was resolved to appoint Iain Selkirk FCA for the internal audit of the 2020/21 accounts, noting that the fee will be £105.00.

11.2. Budget expenditure
It was resolved to approve the budget expenditure.

11.3. Bank reconciliation
It was resolved to approve the bank reconciliation.

11.4. Invoices

11.4.1. David Hunter-Miller (salary and expenses): £445.48
11.4.2. HMRC (PAYE): £103.60
11.4.3. Worcestershire County Council Pension Fund: £168.77
11.4.4. Herefordshire Green Network: £50.00
It was resolved to settle the above invoices and cheques were duly signed.
