Online meeting of Brockhampton Group Parish Council at 7:30PM on Wednesday 18th November 2020 via ‘Zoom’

Minutes

Present: Clive Brazier (Chairman), Helen Allan, David Boddington, Debi Darby
In attendance: David Hunter-Miller (Clerk), Nigel Shaw (Ward Councillor), member of the public

1. Apologies for absence
Apologies were noted from Shaun Simpson and Karen Rock.

It was resolved to approve apologies from Dave Cave who was unable to attend virtual meetings due to technology issues.

2. Declarations of interest
Nil declared.

3. Dispensations
Nil received.

4. Open Session
The meeting was adjourned for the open session.

4.1. Ward Councillor
Nigel Shaw provided a report as follows:
• There had been 11 new cases of Coronavirus in the Bromyard and Bishops Frome area; there were now 102 cases per 100,000. In the same period Hereford had increased to 333 per 100,000.
• The next round of business support funding had been released; the relevant forms were available on Herefordshire Council’s website.

4.2. Bromyard Downs Common Association
It was understood that Bromyard Downs Common Association had still not been able to meet virtually.

4.3. Bringsty Common Manorial Court
It was noted that the Manorial Court had recently had their Annual General Meeting online, the next meeting would be in January 2021.

4.4. Public participation
No questions or comments were received.

The meeting resumed following the open session.

5. To consider and adopt the minutes from the Parish Council meeting on the 21st October 2020
It was resolved to make the following amendment to item 12 of the minutes:
It was noted that work in respect of planning application P193787 had started on site (Clater Park, Bringsty, Worcester, Herefordshire, WR6 5TP – construction of tennis court in south west corner of garden and planting of shrubberies and trees).

Otherwise it was resolved to adopted the minutes as a true record and they were duly signed by the Chair.

6. Progress reports

6.1. Councillor vacancies
It was noted that there were still two vacancies on the Parish Council and applications from parishioners were welcomed.

6.2. Light pollution, Bromyard Downs
No update was available.

6.3. Bus shelter (Bringsty)
It was hoped that works to install the shelter could proceed shortly.

6.4. Bus shelter (Linton)
The replacement bus shelter had been installed at Linton.

The Parish Council’s insurers had settled the claim at £2520.00 (£2770.00 minus a £250.00 excess).

6.5. A44 speeding concerns
It was noted that Herefordshire Council and the Police were collaborating to develop a “community” style plan that sets out the overall long-term vision for possible road traffic/safety improvements. This plan can then be used to bid for and guide various interventions as funding becomes available.

The Police would also be resuming speed enforcement activities along the route to increase compliance with the posted speed limit and to reduce excessive vehicle speeds.

7. Correspondence

7.1. Resident: Clarification on works at Clater Park.
It was noted that work in respect of planning application P193787 had started on site (Clater Park, Bringsty, Worcester, Herefordshire, WR6 5TP – construction of tennis court in south west corner of garden and planting of shrubberies and trees).

7.2. Herefordshire Council: Licensing Policy 2020-2025 consultation.
The above consultation was noted.

8. Neighbourhood Development Plan

8.1. To receive an update
It was noted that that the NDP ‘Regulation 14’ stage consultation had gone live, all comments must be received by 5:00PM on Monday 7th December 2020 for them to be taken into account. Following conclusion of the consultation exercise all feedback would be considered by the Parish Council’s consultant, DJN Planning, with a view to making any changes to the draft plan as appropriate.

9. Planning

9.1. P203688/PA1: Downside Farm Bromyard Herefordshire HR7 4QJ. Proposed single storey extension which will extend beyond the rear wall of the dwelling house 8.00 metres. The maximum height of the enlarged part of the dwelling house is 3.8 metres and the height of the eaves of the enlarged part of the dwelling house is 2.40 metres.
It was resolved that the Parish Council had no objections or concerns.

9.2. P203518/L: Old Yearsett Linley Green Road Whitbourne Worcester Herefordshire WR6 5RQ. Conversion into residential accommodation (amendments to existing permission).
It was resolved that the Parish Council had no objections or concerns.

10. Parish matters for discussion/decision

10.1. Hereford Green Network: To consider joining (£50.00 annual membership).
It was resolved to defer discussions until the next meeting.

11. Finance

11.1. Budget and Precept
It was resolved to approve the 2021/22 budget and to request a precept of £10,500.00.

11.2. Reserves
It was resolved to approve the following specific earmarked reserves:
• Renewals – £1,000.00: To hold funds to cover replacement of assets.
• Insurance and contingency – £1,000.00: To hold funds to cover costs/excesses not covered under insurance policy.
• Burial Fund – £2,500.00: To offer financial assistance to residents of the group parish for burials in Bromyard and Winslow Cemetery.
• Election costs – £1,000.00: To build up funds to cover election expenses.

11.3. Budget expenditure
It was resolved to approve the budget expenditure.

11.4. Bank reconciliation
It was resolved to approve the bank reconciliation.

11.5. Invoices

11.5.1. David Hunter-Miller (salary and expenses): £444.83
11.5.2. HMRC (PAYE): £103.40
11.5.3. Worcestershire County Council Pension Fund: £168.77
It was resolved to settle the above invoices and cheques were duly signed.

12. Councillors’ reports and Items for the next agenda
It was resolved to add the following items to the next agenda:
• Hereford Green Network membership

13. Date of the next meeting
The next scheduled meeting is at 7:30PM on Wednesday 20th January 2020.
