Meeting of the Parish Council held at 7:30PM on Thursday 19th October 2017 at Bromyard and Winslow Town Council Offices

1. Apologies for absence
Apologies were received from David Boddington, Clive Brazier and Pete Stoddart.
2. Declarations of interest
4. To consider and adopt the minutes from the Parish Council meeting on the 21st September 2017.
On page 1 it was noted that Helen Allan’s name had been incorrectly spelt and on page 2 it should read ‘throughout the parishes’; otherwise the minutes were agreed as a true record and signed by the Chairman.
5. Progress Reports:
1. Clater Park
Correspondence had been received from the owner of Clater Park providing a positive update on ongoing drainage matters.
It was noted that the two ‘notice of vacancies’ had been posted and it would be possible to co-opt into these seats from the 7th November 2017. There would then be a total of six vacancies on the Parish Council.
There was a question and answer session with members of the public on the role of Parish Councillors.
6. Open Session:
1. Report by Ward Councillor, Nigel Shaw
Nigel Shaw would be visiting Brockhampton School with Bill Wiggin MP in light of the recent positive Ofsted inspection.
The flagpoles and signs at Sapey Golf Club would need to go through the planning system.
The traveller encampment at The Wheatsheaf car park was moved on after only four days.
There would be a new Balfour Beatty Locality Steward for the area.
A water leak was reported to the Ward Councillor who would make further enquiries.
The Clerk would report a loose/damaged sign to Balfour Beatty, located off the B4203 towards Edvin Loach.
2. Update from Bromyard Downs Common Association
No update was available.
3. Update from Bringsty Common Manorial Court
The seven year agreement with Natural England had ended and a feasibility report was being developed to look at grazing cattle on the common.
4. Report from the Footpaths Officer, Janet Green
No report was available.
5. Public participation
A member of the public, Dale Badman, shared plans for a ‘glamping’ site that he was looking to develop.
A member of the public, Tamla Bowdler, enquired about the proposed Neighbourhood Development Plan. There was concern for road safety on the A44 and additional traffic calming measures were called for; Nigel Shaw agreed to raise these concerns with Herefordshire Council and Balfour Beatty.
7. Neighbourhood Development Plan
It was agreed to advertise the Neighbourhood Development Plan and seek membership for the Steering Group. An invite would be sent directly to Councillors and the National Trust. It would also be advertised on the Parish Council notice boards and website, Bromyard Info, BCMC, BDCA and Brockhampton School.
1. 172915 – South Lodge Bungalow, Norton, Bromyard, Herefordshire HR7 4PJ. Vehicular access off the B4203 into a parking and turning area with visibility splays.
The Council raised no objections but would ask that all safety and visibility criteria be attained.
1. Clerk’s salary and expenses – £286.97
2. HMRC (PAYE) – £66.40
3. Bringsty Common Manorial Court (football pitch maintenance) – £200.00
4. HALC (internal audit) – £180.00
The above payments were agreed and cheques duly signed.
5. To consider the External Auditor’s report
The External Auditor’s report was considered and the recommendations were noted.
10. Councillors’ reports and Items for the next agenda
It was agreed to add the following items to the next agenda:
• Traffic calming issues
• Neighbourhood Development Plan
11. Date of the next meeting
The next meeting of the Parish Council is schedule for 7:30PM on Wednesday 22nd November 2017.
