Meeting of the Parish Council at 7:30PM on Thursday 19th July 2018 at Bromyard and Winslow Town Council Offices

Minutes

Present: Paul Friend (Chairman), Dave Cave (Vice-Chairman), Clive Brazier, Helen Allan, Shaun Simpson, Gill Williams
In attendance: David Hunter-Miller (Clerk), Nigel Shaw (Ward Councillor)

1. Apologies for absence
Apologies were received from David Boddington and Karen Rock.

2. Declarations of interest
Nil declared.

3. Dispensations
Nil received.

4. Open Session
The meeting was adjourned for the open session.

1. Report from the Ward Councillor
Nigel Shaw confirmed that Herefordshire Council’s budget consultation had been sent out.

A query was raised regarding how the funding for social care was utilised.

It was noted that BT had cut tree branches along the B4203 and the cuttings had been left in the ditch. The Balfour Beatty Locality Steward would be asked to look into this.

2. Report from Bromyard Downs Common Association
A short report was provided. A request had been received to use a drone to take pictures on Bromyard Downs; this had been refused so as not to set a precedent.

The Council wished to thank James Hawkins for his continued work on the BDCA.

3. Report from Bringsty Common Manorial Court
A report was provided as follows:
• Firebreaks had been cut early in view of the hot weather.
• An ash tree was suspected of being diseased and a report was due to be commissioned.
• Grant applications with Natural England were ongoing.
• A rare butterfly had been observed on the common.
• Work to restore the drover’s pond had been successful and it was still holding water despite the dry weather.

4. Report from the Footpaths Officer
No report was available.

5. Public participation
No comments were received.

The meeting resumed following the open session.

5. To consider and adopt the minutes from the Parish Council meeting on the 21st June 2018.
The following correction to the minutes was agreed: Item 4.2 BDCA Report – Jo Stoddart had been elected Chair of the BDCA. Otherwise the minutes were agreed as a true record and were signed by the Chair.

6. Progress reports

1. A44 Layby and options for permanent closure
No further update was available.

7. Correspondence

1. Herefordshire Council
Herefordshire Council’s budget consultation was considered; it was agreed to lodge no objections or comments.

8. Planning

1. Neighbourhood Development Plan
An update was provided as follows:
• Tamla Bowdler had been re-elected Chair of the Steering Group.
• Work on the residents’ questionnaire was ongoing.
• Brockhampton Primary School had agreed use of their facilities for a community engagement event. The event would be held on Thursday 25th October 2018 and preparations for this were ongoing.
• A project plan had been prepared and this would be circulated to councillors.

2. 182341: The Steeples, Edvin Loach, Bromyard, Herefordshire HR7 4PW. Proposed extension to agricultural building.
It was agreed to raise no objections.

It was noted that there was a continual issue of mud on the road in the area; Nigel Shaw advised contacting Herefordshire Council to report such problems.

3. 182342: The Steeples, Edvin Loach, Bromyard, Herefordshire HR7 4PW. Partial replacement and extension to agricultural building.
It was agreed to raise no objections.

4. 180392 (re-consultation): Live And Let Live, Bringsty, Worcester, Herefordshire WR6 5UW. Application for variation of condition 2 of planning permission NC2003/1825/F. For rear external changes to the extension.
It was agreed to raise no objections.

5. 181166 (re-consultation): Live And Let Live, Bringsty, Worcester, Herefordshire WR6 5UW. Proposed modifications to extant permission DCN03 1987/L for a rear extension.
It was agreed to raise no objections.

9. Parish matters for discussion/decision

1. Bromyard Downs
Crossing points for access from parking lay-bys were considered, but it had been determined that the proposed crossing locations were not safe for pedestrians and so this wouldn’t be pursued further.

2. Facebook
A Facebook page for the Neighbourhood Development Plan and/or Parish Council was considered; it was agreed that this was not required at this time.

3. Drones
A request had been received to use a drone to take pictures on Bromyard Downs; it was understood this had been refused by the BDCA so as not to set a precedent.

4. Clater Park
Ongoing planning, enforcement and drainage matters were considered.

A question had been received from a resident concerning Clater Park enquiring if planning conditions had been signed off and agreed by Herefordshire Council; Nigel Shaw agreed to look into this.

The above policy procedures were considered and adopted.

3. Bromyard Christmas Lights Association (re-issue of cheque 0028 07/02/18) – £100.00
4. Bromyard & Winslow Town Council (room hire) – £54.00
5. Bromyard & Winslow Town Council (room hire) – £32.40
The above payments were agreed and cheques duly signed.

6. To consider and approve budget expenditure
Budget expenditure was considered and approved.

7. To consider and approve the bank reconciliation
The bank reconciliation was considered and approved.

12. Councillors’ reports and Items for the next agenda
No items were reported for the next agenda.

13. Date of the next meeting
The next scheduled Parish Council meeting is at 7:30PM on Thursday 20th September 2018.
