Meeting of the Parish Council held at 7:30PM on Thursday 13th July 2017 at Bromyard and Winslow Town Council Offices

Minutes

Present: Paul Friend (Chairman), David Boddington, Karen Rock, Dave Cave, Clive Brazier, Pete Stoddart, Shaun Simpson, Helen Allan, Roger Steeds, Gill Williams

In attendance: David Hunter-Miller (Clerk), Nigel Shaw (Ward Councillor)

1. Apologies for absence
No apologies were received.

2. Declarations of interest
Nil declared.

3. Dispensations
Nil received.

4. To consider and adopt the minutes from the Parish Council meeting on the 15th June 2017.
The minutes were agreed as a true record and signed by the Chairman.

5. Progress Reports:

1. Bromyard Motocross Track
In was noted that the Police had been in contact asking for a meeting with the Parish Council, Herefordshire Council and the organisers of the Motocross Event. It was agreed that the Parish Council would attend.

2. A44 Layby
Nigel Shaw confirmed that the permanent closure of the layby was not in this year’s annual plan but Balfour Beatty would try to include it in future work schedules. Closing the layby would be by means of a new kerbline, and it was confirmed that a Traffic Regulation Order was not needed to permanently close. The Parish Council may consider joint funding if it would expedite the work.

3. Clater Park drainage issues
An update was received regarding the ongoing drainage concerns at Clater Park. It was understood that the Environment Agency had given consent for work but clarification was needed on the details. A draft letter was circulated. It was suggested that the letter should state that the Parish Council are seeking a resolution to these issues because of the flooding issues experienced on the nearby Public Right of Way. It was agreed that the Clerk would amend and send the letter.

4. ‘The Old Dairy’, Clater Park
The Clerk read the response received from Herefordshire Council; it was noted that ‘The Old Diary’ had permission for use as ancillary accommodation only and not as a separate holiday cottage. It was agreed that no further action would be taken at this time but the situation would be monitored.

6. Open Session:

1. Report by Ward Councillor, Nigel Shaw.
It was confirmed that there would be no road closures in Herefordshire during September for the Birmingham Velo; the route of the cycle event would now not go via Herefordshire.

There is a consultation for Herefordshire Council’s budget on their website.

It was noted that the NHS Community Hospital would be initiating car parking charges.

2. Update from Bromyard Downs Common Association
A short update was given on the activities of the BDCA. It was noted that one of the picnic benches had been stolen. There was a discussion on the correct time of year for scrub clearance.

3. Update from Bringsty Common Manorial Court
An application for a new higher level scheme for Bringsty had unfortunately been unsuccessful but discussions were ongoing with Natural England.

The grass cutting arrangements were being altered in order to better manage the common.

4. Report from the Footpaths Officer, Janet Green
No report was available.

5. Public participation
No public questions were received.

7. Planning:

1. P172031/F – The Elms Farm Buckenhill Bromyard Herefordshire HR7 4PG. Extension to an existing agricultural grain store to provide a loading bay. Retrospective.
No objections were raised by the Council.

8. Grit bins:
The Parish Council considered whether to fund the installation of two grit bins for the newly resurfaced track leading to the Live and Let Live. It was agreed that the Clerk would ask for Herefordshire Council to provide the bins in the first instance as the track fell within their responsibility.

9. Rural Area Site Allocation Development Plan Document
A physical copy of the consultation documents would be circulated to Cllr Cave for consideration. It was noted that the consultation closes on the 28th July 2017. Nigel Shaw provided an update on the consultation and offered to assist with discussions.

It was agreed that David Boddington, Dave Cave and Shaun Simpson would form a working group to look at the consultation document in greater detail and prepare a response to the consultation. The Clerk would arrange the meeting of the working group.

10. Neighbourhood Development Plan
The Council considered the benefits of pursuing a Neighbourhood Development Plan.

It was agreed to ask Herefordshire Council to give a presentation at the next meeting of the Parish Council to talk through the NDP process.

11. Website
The Council considered new content for the website.

It was suggested that a contacts page for Herefordshire Council, MP, BDCA, BCMC would be useful. A page hit counter was requested.

It was agreed to keep the current website domain name at this time.

12. Finance:

1. Clerks salary and expenses – £282.67
2. HMRC PAYE – £59.00
3. Eyelid Productions (website) – £500.00
4. HALC (recruitment) – £255.12
All of the above payments were agreed and cheques duly signed.

13. Councillors’ reports and Items for the next agenda
The internal audit report was discussed and concern was expressed at some of the conclusions. The Council felt that these issues, resulting from the actions of the previous Clerk, should be brought to the attention of the Herefordshire Association of Local Councils.

The following items were requested for the next agenda:
• Rural Area Site Allocation Development Plan Document – update on consultation response
• Neighbourhood Development Plan – presentation by Herefordshire Council
